Windows Local Virtualization and Downgrade Rights
15-01-2026 14:09The Microsoft Windows desktop operating system serves as the interface between humans and machines. Traditionally, it is installed directly on a physical computer. However, some customers prefer a virtual deployment, where hardware and software are separated. In certain scenarios, licensed users or licensed devices may run multiple virtual machines with the Windows desktop OS. The question is: can these individual virtual deployments run different editions and versions? Local deployment According to the Terms of Use for the Windows Desktop Operating System (OS), customers who have purchased licenses through commercial licensing may deploy one physical copy of the desktop operating system on the licensed device—or on any device used by licensed users. The licensing model also allows Windows to be deployed as a local virtual Operating System Environment (OSE), as shown in below picture (emphasis added):
