With these step up licenses, a licensed user for an online service can receive a ‘higher’ edition of the online services. In most cases this is done to receive more features which come with this ‘higher plan’. An example is stepping up from Exchange Online Plan 1 to 2, or from Microsoft 365 E3 to Microsoft 365 E5.
